Academy District 20 maintains positive working relationships with companies large and small, located in the Pikes Peak Region and across the nation. The district follows policies and procedures to ensure quality products and services are purchased at the best value. This is achieved by:

  • Awarding annual and multi-year contracts, including construction
  • Managing independent contractor and consultant contracts
  • Negotiating cooperative price agreements
  • Overseeing rental, intergovernmental, software, maintenance, fundraising, and advertising agreements
  • Establishing purchase orders
  • Monitoring purchase-card transactions

Request for Proposal (RFP) Documents

We post all RFP documents on the Rocky Mountain E-Purchasing System - Bidnet Direct. Academy District 20 invites interested vendors to register for free access to RFPs, bids, and awards on the Rocky Mountain E-Purchasing System/BidNet Direct.

Purchasing Procedures

Up to $9,999.99 ($100,000 for construction): Micro-purchase threshold

Micro-purchases may be awarded without soliciting competitive quotations if the district considers the price reasonable. To the extent practicable, the district distributes micro-purchases equitably among qualified suppliers. The procurement card (p-card) is the preferred payment method for purchases up to $9,999.99.

Purchases from $10,000 to $100,000 (simplified acquisitions) or over $100,000 for construction

Simplified acquisition procedures use relatively simple and informal methods to secure services, supplies, or other property. Price or rate quotations must be obtained from an adequate number of qualified sources (at least three). An RFP may be issued if it is the best way to obtain competitive proposals. Requirements may be listed on the district website and the Rocky Mountain E-Purchasing System.

Purchases over $100,000

These purchases are procured using formal competitive proposals except when competition is not available or not in the district's best interest. Requirements are listed on the district website and the Rocky Mountain E-Purchasing System.
