Informally known as the Carver model, Policy Governance is a system that defines and guides appropriate relationships between an organization's owners, its board of education and the superintendent.","\u003Ch2>Policy Governance\u003C\u002Fh2>\u003Cp>There are 10 principles of Policy Governance. Principles one through three define an organization's ownership, the board's responsibility to it and the board's authority. Principles four through seven specify that the board must define in writing its policies that identify the benefits that will come from the organization, how the board should conduct itself and how staff behavior is to be proscribed.
